Kumu Art Museum has thought about the logistics of visiting with small children. Strollers go into the exhibition halls, and the museum asks that toddlers stay in them; you can still get close enough to the works to see them. Parents are expected to stay with their toddler for the whole visit.
The practical side is well covered. Coats can be checked and everything else left in free lockers, there are changing tables on two floors, and the café on the first floor has children’s seats and its own menu. If you brought snacks, the benches outside the exhibition halls are the place to eat them.
The trade-off is what you can carry inside: food and drink stay out of the exhibition halls, and so does anything larger than an A4 sheet of paper, which means the changing bag and the picnic go in a locker before you start.
For older children there is a family activity sheet, available at the ticket office or printable at home. In summer, a special courtyard map turns the inner courtyard into a treasure hunt or an orienteering exercise.
